HSE compliance and the importance of waste management

January 2026 has brought a number of key changes and regulation updates that are reshaping the way the Health and Safety Executive (HSE) inspects and enforces compliance on construction sites.

These changes include the Building Safety Regulator (BSR) becoming independent from the HSE, consultations on a Single Construction Regulator, and updates to hazardous material regulations with some taking effective as early as this month. More information on the updates is available here: HSE: Information about health and safety at work

While waste management has always been an important factor in construction site operations, these regulatory changes mean it is now considered a frontline health and safety issue. Poorly managed waste risks blocking access across site, creating potential trip hazards, and, if mixed together with hazardous materials can trigger HSE enforcement, disrupt operations and impact the welfare of the team.

Why waste is in the spotlight

Waste management is one of many areas under increasing scrutiny by HSE inspectors. Site organisation and site housekeeping, are now viewed as critical to compliance. Poorly managed waste can contribute to multiple safety risks, including:

  • Overflowing skips with falling debris can cause a trip or slip hazard
  • Unplanned skip locations can block access for employees, the safe use of machinery or possibly preventing emergency services getting on to site
  • Waste not stored correctly can become a fire or environmental hazard
  • Poorly planned waste management can also indicate lapses in construction planning, logistics and risk assessments

HSE guidance recognises the importance of how physical environment can impact mental health and productivity. Chaotic and cluttered sites can lead to an increase in stress and fatigue and reduce overall site morale. In contrast, organised waste and tidy sites support a safer, calmer and productive environment, aligning with HSE’s welfare and wellbeing focus.
